A local council processed permits and development applications on paper and shared inboxes. Applicants had no visibility, officers couldn't see workload, and audit trails were reconstructed after the fact.

The challenge

Applications arrived by email, post and counter, then moved between officers in physical trays. No one could say with confidence where a given application was or how long it had been waiting. Applicants rang constantly for status. When a decision was questioned, staff reconstructed the history manually. The council also needed to demonstrate due process and transparency to the public — impossible with a paper trail that lived in someone's drawer.

Our approach

We delivered a digital permitting system with a structured intake form, configurable approval workflows per permit type, and a full audit log captured automatically at every state change. Applicants received a tracking reference and a self-service status view, while officers gained a workload dashboard showing what was pending, with what priority and for how long.

Because council processes differ by permit type, we modelled workflows as configuration rather than hard-coded steps, so the council can adapt a process without a development project. Accessibility and plain-language design were priorities so residents of all abilities could use it.

What a public-sector body should take from this

Public-sector software lives or dies on accountability and accessibility, not on visual polish. The highest-value feature we delivered was the audit trail and the public status view, because they replaced the phone calls and the "where is my application?" uncertainty that consumed staff time. If you are modernising a permitting or approval process, design for transparency first — it satisfies both the community and the auditor — and treat accessibility as a baseline requirement, not a final check. The technology is comparatively easy; the governance discipline is what makes it durable.
